Lamentations2:19

19 Arise, cry out in the night: in the beginning of the watches pour out thine heart like water before the face of the LORD: lift up thy hands toward him, for the life of thy young children, that faint for hunger in the top of every street .

The Prophet calls upon the Iews not to be slothful in this their very evil day, but to rise up from their Beds, and either at the beginning of the four Watches, or at the beginning of each Watch, at all times in the night, to betake themselves to God by Prayer, and that not in a cold lazy manner, but so as to pour out their hearts with their words, and he moveth them to it, as for their own sake so for the sake of their young children who every where, were starved to death.
