Leviticus5:10
10 And he shall offer the second for a burntoffering, according to the manner : and the Priest shall make an atonement for him for his sin which he had sinned, and it shall be forgiven him.
Or order appointed by God.
Either declaratively, he shall pronounce him to be pardoned: or typically, with respect to Christ.
