Westminster Confession, Chapter 7
Of God's Covenant with Man
The distance between God and the creature is so great that although reasonable creatures do owe obedience unto him as their Creator, yet they could never have any fruition of him as their blessedness and reward but by some voluntary condescension on God's part, which he hath been pleased to express by way of covenant.

1 Samuel 2:2525If a man sins against another man, God can intercede for him; but if a man sins against the LORD, who can intercede for him?” But they would not listen to their father, since the LORD intended to put them to death.
Job 9:32-3332For He is not a man like me, that I can answer Him, that we can take each other to court.
33Nor is there a mediator between us, to lay his hand upon us both.
Job 22:2-32“Can a man be of use to God? Can even a wise man benefit Him?
3Does it delight the Almighty that you are righteous? Does He profit if your ways are blameless?
Job 35:7-87If you are righteous, what do you give Him, or what does He receive from your hand?
8Your wickedness affects only a man like yourself, and your righteousness only a son of man.
Psalms 100:2-32Serve the LORD with gladness; come into His presence with joyful songs.
3Know that the LORD is God. It is He who made us, and we are His; we are His people, and the sheep of His pasture.
Psalms 113:5-65Who is like the LORD our God, the One enthroned on high?
6He humbles Himself to behold the heavens and the earth.
Isaiah 40:13-1713Who has directed the Spirit of the LORD, or informed Him as His counselor?
14Whom did He consult to enlighten Him, and who taught Him the paths of justice? Who imparted knowledge to Him and showed Him the way of understanding?
15Surely the nations are like a drop in a bucket; they are considered a speck of dust on the scales; He lifts up the islands like fine dust.
16Lebanon is not sufficient for fuel, nor its animals enough for a burnt offering.
17All the nations are as nothing before Him; He regards them as nothingness and emptiness.
Luke 17:1010So you also, when you have done everything commanded of you, should say, ‘We are unworthy servants; we have only done our duty.’”
Acts 17:24-2524The God who made the world and everything in it is the Lord of heaven and earth and does not live in temples made by human hands.
25Nor is He served by human hands, as if He needed anything, because He Himself gives everyone life and breath and everything else.
The first covenant made with man was a covenant of works, wherein life was promised to Adam, and in him to his posterity, upon condition of perfect and personal obedience.

Galatians 3:1212The law, however, is not based on faith; on the contrary, “The man who does these things will live by them.”
Genesis 2:1717but you must not eat from the tree of the knowledge of good and evil; for in the day that you eat of it, you will surely die.”
Galatians 3:1010All who rely on works of the law are under a curse. For it is written: “Cursed is everyone who does not continue to do everything written in the Book of the Law.”
Romans 5:12-2012Therefore, just as sin entered the world through one man, and death through sin, so also death was passed on to all men, because all sinned.
13For sin was in the world before the law was given; but sin is not taken into account when there is no law.
14Nevertheless, death reigned from Adam until Moses, even over those who did not sin in the way that Adam transgressed. He is a pattern of the One to come.
15But the gift is not like the trespass. For if the many died by the trespass of the one man, how much more did God’s grace and the gift that came by the grace of the one man, Jesus Christ, abound to the many!
16Again, the gift is not like the result of the one man’s sin: The judgment that followed one sin brought condemnation, but the gift that followed many trespasses brought justification.
17For if, by the trespass of the one man, death reigned through that one man, how much more will those who receive an abundance of grace and of the gift of righteousness reign in life through the one man, Jesus Christ!
18So then, just as one trespass brought condemnation for all men, so also one act of righteousness brought justification and life for all men.
19For just as through the disobedience of the one man the many were made sinners, so also through the obedience of the one man the many will be made righteous.
20The law came in so that the trespass would increase; but where sin increased, grace increased all the more,
Romans 10:55For concerning the righteousness that is by the law, Moses writes: “The man who does these things will live by them.”
Man by his fall having made himself incapable of life by that covenant, the Lord was pleased to make a second, commonly called the covenant of grace: wherein he freely offered unto sinners life and salvation by Jesus Christ, requiring of them faith in him that they may be saved, and promising to give unto all those that are ordained unto life his Holy Spirit, to make them willing and able to believe.

Isaiah 42:66“I, the LORD, have called you for a righteous purpose, and I will take hold of your hand. I will keep you and appoint you to be a covenant for the people and a light to the nations,
Romans 3:20-2120Therefore no one will be justified in His sight by works of the law. For the law merely brings awareness of sin.
21But now, apart from the law, the righteousness of God has been revealed, as attested by the Law and the Prophets.
Romans 8:33For what the law was powerless to do in that it was weakened by the flesh, God did by sending His own Son in the likeness of sinful man, as an offering for sin. He thus condemned sin in the flesh,
Galatians 3:2121Is the law, then, opposed to the promises of God? Certainly not! For if a law had been given that could impart life, then righteousness would certainly have come from the law.
Ezekiel 36:26-2726I will give you a new heart and put a new spirit within you; I will remove your heart of stone and give you a heart of flesh.
27And I will put My Spirit within you and cause you to walk in My statutes and to carefully observe My ordinances.
John 6:44-4544“No one can come to Me unless the Father who sent Me draws him, and I will raise him up at the last day.
45It is written in the Prophets: ‘And they will all be taught by God.’ Everyone who has heard the Father and learned from Him comes to Me—
Mark 16:15-1615And He said to them, “Go into all the world and preach the gospel to every creature.
16Whoever believes and is baptized will be saved, but whoever does not believe will be condemned.
John 3:1616For God so loved the world that He gave His one and only Son, that everyone who believes in Him shall not perish but have eternal life.
Romans 10:66But the righteousness that is by faith says: “Do not say in your heart, ‘Who will ascend into heaven?’ (that is, to bring Christ down)
Romans 10:99that if you confess with your mouth, “Jesus is Lord,” and believe in your heart that God raised Him from the dead, you will be saved.
Galatians 3:1111Now it is clear that no one is justified before God by the law, because, “The righteous will live by faith.”
This covenant of grace is frequently set forth in the Scripture by the name of a testament, in reference to the death of Jesus Christ the testator, and to the everlasting inheritance, with all things belonging to it, therein bequeathed.

Luke 22:2020In the same way, after supper He took the cup, saying, “This cup is the new covenant in My blood, which is poured out for you.
1 Corinthians 11:2525In the same way, after supper He took the cup, saying, “This cup is the new covenant in My blood; do this, as often as you drink it, in remembrance of Me.”
Hebrews 7:2222Because of this oath, Jesus has become the guarantee of a better covenant.
Hebrews 9:15-1715Therefore Christ is the mediator of a new covenant, so that those who are called may receive the promised eternal inheritance, now that He has died to redeem them from the transgressions committed under the first covenant.
16In the case of a will, it is necessary to establish the death of the one who made it,
17because a will does not take effect until the one who made it has died; it cannot be executed while he is still alive.
This covenant was differently administered in the time of the law and in the time of the gospel: under the law it was administered by promises, prophecies, sacrifices, circumcision, the paschal lamb, and other types and ordinances delivered to the people of the Jews, all fore-signifying Christ to come, which were for that time sufficient and efficacious, through the operation of the Spirit, to instruct and build up the elect in faith in the promised Messiah, by whom they had full remission of sins and eternal salvation; and is called the Old Testament.

2 Corinthians 3:6-96And He has qualified us as ministers of a new covenant, not of the letter but of the Spirit; for the letter kills, but the Spirit gives life.
7Now if the ministry of death, which was engraved in letters on stone, came with such glory that the Israelites could not gaze at the face of Moses because of its fleeting glory,
8will not the ministry of the Spirit be even more glorious?
9For if the ministry of condemnation was glorious, how much more glorious is the ministry of righteousness!
John 8:5656Your father Abraham rejoiced that he would see My day. He saw it and was glad.”
1 Corinthians 10:1-41I do not want you to be unaware, brothers, that our forefathers were all under the cloud, and that they all passed through the sea.
2They were all baptized into Moses in the cloud and in the sea.
3They all ate the same spiritual food
4and drank the same spiritual drink; for they drank from the spiritual rock that accompanied them, and that rock was Christ.
Hebrews 11:1313All these people died in faith, without having received the things they were promised. However, they saw them and welcomed them from afar. And they acknowledged that they were strangers and exiles on the earth.
Romans 4:1111And he received the sign of circumcision as a seal of the righteousness that he had by faith while he was still uncircumcised. So then, he is the father of all who believe but are not circumcised, in order that righteousness might be credited to them.
Colossians 2:11-1211In Him you were also circumcised, in the putting off of your sinful nature, with the circumcision performed by Christ and not by human hands.
12And having been buried with Him in baptism, you were raised with Him through your faith in the power of God, who raised Him from the dead.
1 Corinthians 5:77Get rid of the old leaven, that you may be a new unleavened batch, as you really are. For Christ, our Passover lamb, has been sacrificed.
Hebrews 8:1 to 10:391The point of what we are saying is this: We do have such a high priest, who sat down at the right hand of the throne of the Majesty in heaven,
2and who ministers in the sanctuary and true tabernacle set up by the Lord, not by man.
3And since every high priest is appointed to offer both gifts and sacrifices, it was necessary for this One also to have something to offer.
4Now if He were on earth, He would not be a priest, since there are already priests who offer gifts according to the law.
5The place where they serve is a copy and shadow of what is in heaven. This is why Moses was warned when he was about to build the tabernacle: “See to it that you make everything according to the pattern shown you on the mountain.”
6Now, however, Jesus has received a much more excellent ministry, just as the covenant He mediates is better and is founded on better promises.
7For if that first covenant had been without fault, no place would have been sought for a second.
8But God found fault with the people and said: “Behold, the days are coming, declares the Lord, when I will make a new covenant with the house of Israel and with the house of Judah.
9It will not be like the covenant I made with their fathers when I took them by the hand to lead them out of the land of Egypt, because they did not abide by My covenant, and I disregarded them, declares the Lord.
10For this is the covenant I will make with the house of Israel after those days, declares the Lord. I will put My laws in their minds and inscribe them on their hearts. And I will be their God, and they will be My people.
11No longer will each one teach his neighbor or his brother, saying, ‘Know the Lord,’ because they will all know Me, from the least of them to the greatest.
12For I will forgive their iniquities and will remember their sins no more.”
13By speaking of a new covenant, He has made the first one obsolete; and what is obsolete and aging will soon disappear.
1Now the first covenant had regulations for worship and also an earthly sanctuary.
2A tabernacle was prepared. In its first room were the lampstand, the table, and the consecrated bread. This was called the Holy Place.
3Behind the second curtain was a room called the Most Holy Place,
4containing the golden altar of incense and the gold-covered ark of the covenant. Inside the ark were the gold jar of manna, Aaron’s staff that had budded, and the stone tablets of the covenant.
5Above the ark were the cherubim of glory, overshadowing the mercy seat. But we cannot discuss these things in detail now.
6When everything had been prepared in this way, the priests entered regularly into the first room to perform their sacred duties.
7But only the high priest entered the second room, and then only once a year, and never without blood, which he offered for himself and for the sins the people had committed in ignorance.
8By this arrangement the Holy Spirit was showing that the way into the Most Holy Place had not yet been disclosed as long as the first tabernacle was still standing.
9It is an illustration for the present time, because the gifts and sacrifices being offered were unable to cleanse the conscience of the worshiper.
10They consist only in food and drink and special washings—external regulations imposed until the time of reform.
11But when Christ came as high priest of the good things that have come, He went through the greater and more perfect tabernacle that is not made by hands and is not a part of this creation.
12He did not enter by the blood of goats and calves, but He entered the Most Holy Place once for all by His own blood, thus securing eternal redemption.
13For if the blood of goats and bulls and the ashes of a heifer sprinkled on those who are ceremonially unclean sanctify them so that their bodies are clean,
14how much more will the blood of Christ, who through the eternal Spirit offered Himself unblemished to God, purify our consciences from works of death, so that we may serve the living God!
15Therefore Christ is the mediator of a new covenant, so that those who are called may receive the promised eternal inheritance, now that He has died to redeem them from the transgressions committed under the first covenant.
16In the case of a will, it is necessary to establish the death of the one who made it,
17because a will does not take effect until the one who made it has died; it cannot be executed while he is still alive.
18That is why even the first covenant was not put into effect without blood.
19For when Moses had proclaimed every commandment of the law to all the people, he took the blood of calves and goats, along with water, scarlet wool, and hyssop, and sprinkled the scroll and all the people,
20saying, “This is the blood of the covenant, which God has commanded you to keep.”
21In the same way, he sprinkled with blood the tabernacle and all the vessels used in worship.
22According to the law, in fact, nearly everything must be purified with blood, and without the shedding of blood there is no forgiveness.
23So it was necessary for the copies of the heavenly things to be purified with these sacrifices, but the heavenly things themselves with better sacrifices than these.
24For Christ did not enter a man-made copy of the true sanctuary, but He entered heaven itself, now to appear on our behalf in the presence of God.
25Nor did He enter heaven to offer Himself again and again, as the high priest enters the Most Holy Place every year with blood that is not his own.
26Otherwise, Christ would have had to suffer repeatedly since the foundation of the world. But now He has appeared once for all at the end of the ages to do away with sin by the sacrifice of Himself.
27Just as man is appointed to die once, and after that to face judgment,
28so also Christ was offered once to bear the sins of many; and He will appear a second time, not to bear sin, but to bring salvation to those who eagerly await Him.
1For the law is only a shadow of the good things to come, not the realities themselves. It can never, by the same sacrifices offered year after year, make perfect those who draw near to worship.
2If it could, would not the offerings have ceased? For the worshipers would have been cleansed once for all, and would no longer have felt the guilt of their sins.
3Instead, those sacrifices are an annual reminder of sins,
4because it is impossible for the blood of bulls and goats to take away sins.
5Therefore, when Christ came into the world, He said: “Sacrifice and offering You did not desire, but a body You prepared for Me.
6In burnt offerings and sin offerings You took no delight.
7Then I said, ‘Here I am, it is written about Me in the scroll: I have come to do Your will, O God.’”
8In the passage above He says, “Sacrifices and offerings, burnt offerings and sin offerings You did not desire, nor did You delight in them” (although they are offered according to the law).
9Then He adds, “Here I am, I have come to do Your will.” He takes away the first to establish the second.
10And by that will, we have been sanctified through the sacrifice of the body of Jesus Christ once for all.
11Day after day every priest stands to minister and to offer again and again the same sacrifices, which can never take away sins.
12But when this Priest had offered for all time one sacrifice for sins, He sat down at the right hand of God.
13Since that time, He waits for His enemies to be made a footstool for His feet,
14because by a single offering He has made perfect for all time those who are being sanctified.
15The Holy Spirit also testifies to us about this. First He says:
16“This is the covenant I will make with them after those days, declares the Lord. I will put My laws in their hearts and inscribe them on their minds.”
17Then He adds: “Their sins and lawless acts I will remember no more.”
18And where these have been forgiven, an offering for sin is no longer needed.
19Therefore, brothers, since we have confidence to enter the Most Holy Place by the blood of Jesus,
20by the new and living way opened for us through the curtain of His body,
21and since we have a great priest over the house of God,
22let us draw near with a sincere heart in full assurance of faith, having our hearts sprinkled to cleanse us from a guilty conscience and our bodies washed with pure water.
23Let us hold resolutely to the hope we profess, for He who promised is faithful.
24And let us consider how to spur one another on to love and good deeds.
25Let us not neglect meeting together, as some have made a habit, but let us encourage one another, and all the more as you see the Day approaching.
26If we deliberately go on sinning after we have received the knowledge of the truth, no further sacrifice for sins remains,
27but only a fearful expectation of judgment and of raging fire that will consume all adversaries.
28Anyone who rejected the law of Moses died without mercy on the testimony of two or three witnesses.
29How much more severely do you think one deserves to be punished who has trampled on the Son of God, profaned the blood of the covenant that sanctified him, and insulted the Spirit of grace?
30For we know Him who said, “Vengeance is Mine; I will repay,” and again, “The Lord will judge His people.”
31It is a fearful thing to fall into the hands of the living God.
32Remember the early days that you were in the light. In those days, you endured a great conflict in the face of suffering.
33Sometimes you were publicly exposed to ridicule and persecution; at other times you were partners with those who were so treated.
34You sympathized with those in prison and joyfully accepted the confiscation of your property, knowing that you yourselves had a better and permanent possession.
35So do not throw away your confidence; it holds a great reward.
36You need to persevere, so that after you have done the will of God, you will receive what He has promised.
37For, “In just a little while, He who is coming will come and will not delay.
38But My righteous one will live by faith; and if he shrinks back, I will take no pleasure in him.”
39But we are not of those who shrink back and are destroyed, but of those who have faith and preserve their souls.
Galatians 3:7-97Understand, then, that those who have faith are sons of Abraham.
8The Scripture foresaw that God would justify the Gentiles by faith, and foretold the gospel to Abraham: “All nations will be blessed through you.”
9So those who have faith are blessed along with Abraham, the man of faith.
Galatians 3:1414He redeemed us in order that the blessing promised to Abraham would come to the Gentiles in Christ Jesus, so that by faith we might receive the promise of the Spirit.
Under the gospel, when Christ the substance was exhibited, the ordinances in which this covenant is dispensed are the preaching of the Word and the administration of the sacraments of Baptism and the Lord's Supper; which, though fewer in number, and administered with more simplicity and less outward glory, yet in them it is held forth in more fulness, evidence, and spiritual efficacy, to all nations, both Jews and Gentiles; and is called the New Testament. There are not, therefore, two covenants of grace differing in substance, but one and the same under various dispensations.

Colossians 2:1717These are a shadow of the things to come, but the body that casts it belongs to Christ.
Jeremiah 31:33-3433“But this is the covenant I will make with the house of Israel after those days, declares the LORD. I will put My law in their minds and inscribe it on their hearts. And I will be their God, and they will be My people.
34No longer will each man teach his neighbor or his brother, saying, ‘Know the LORD,’ because they will all know Me, from the least of them to the greatest, declares the LORD. For I will forgive their iniquities and will remember their sins no more.”
Hebrews 12:22-2822Instead, you have come to Mount Zion, to the city of the living God, the heavenly Jerusalem. You have come to myriads of angels
23in joyful assembly, to the congregation of the firstborn, enrolled in heaven. You have come to God the Judge of all, to the spirits of the righteous made perfect,
24to Jesus the mediator of a new covenant, and to the sprinkled blood that speaks a better word than the blood of Abel.
25See to it that you do not refuse Him who speaks. For if the people did not escape when they refused Him who warned them on earth, how much less will we escape if we reject Him who warns us from heaven?
26At that time His voice shook the earth, but now He has promised, “Once more I will shake not only the earth, but heaven as well.”
27The words “Once more” signify the removal of what can be shaken—that is, created things—so that the unshakable may remain.
28Therefore, since we are receiving an unshakable kingdom, let us be filled with gratitude, and so worship God acceptably with reverence and awe.
Matthew 28:19-2019Therefore go and make disciples of all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Spirit,
20and teaching them to obey all that I have commanded you. And surely I am with you always, even to the end of the age.”
1 Corinthians 11:23-2523For I received from the Lord what I also passed on to you: The Lord Jesus, on the night He was betrayed, took bread,
24and when He had given thanks, He broke it and said, “This is My body, which is for you; do this in remembrance of Me.”
25In the same way, after supper He took the cup, saying, “This cup is the new covenant in My blood; do this, as often as you drink it, in remembrance of Me.”
Luke 22:2020In the same way, after supper He took the cup, saying, “This cup is the new covenant in My blood, which is poured out for you.
Matthew 28:1919Therefore go and make disciples of all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Spirit,
Ephesians 2:15-1915by abolishing in His flesh the law of commandments and decrees. He did this to create in Himself one new man out of the two, thus making peace
16and reconciling both of them to God in one body through the cross, by which He extinguished their hostility.
17He came and preached peace to you who were far away and peace to those who were near.
18For through Him we both have access to the Father by one Spirit.
19Therefore you are no longer strangers and foreigners, but fellow citizens with the saints and members of God’s household,
Psalms 32:11Blessed is he whose transgressions are forgiven, whose sins are covered.
Romans 4:33For what does the Scripture say? “Abraham believed God, and it was credited to him as righteousness.”
Acts 15:1111On the contrary, we believe it is through the grace of the Lord Jesus that we are saved, just as they are.”
Romans 3:21-2321But now, apart from the law, the righteousness of God has been revealed, as attested by the Law and the Prophets.
22And this righteousness from God comes through faith in Jesus Christ to all who believe. There is no distinction,
23for all have sinned and fall short of the glory of God,
Romans 3:3030since there is only one God, who will justify the circumcised by faith and the uncircumcised through that same faith.
Romans 4:66And David speaks likewise of the blessedness of the man to whom God credits righteousness apart from works:
Romans 4:16-1716Therefore, the promise comes by faith, so that it may rest on grace and may be guaranteed to all Abraham’s offspring—not only to those who are of the law, but also to those who are of the faith of Abraham. He is the father of us all.
17As it is written: “I have made you a father of many nations.” He is our father in the presence of God, in whom he believed, the God who gives life to the dead and calls into being what does not yet exist.
Romans 4:23-2423Now the words “it was credited to him” were written not only for Abraham,
24but also for us, to whom righteousness will be credited—for us who believe in Him who raised Jesus our Lord from the dead.
Galatians 3:1414He redeemed us in order that the blessing promised to Abraham would come to the Gentiles in Christ Jesus, so that by faith we might receive the promise of the Spirit.
Galatians 3:1616The promises were spoken to Abraham and to his seed. The Scripture does not say, “and to seeds,” meaning many, but “and to your seed,” meaning One, who is Christ.
Hebrews 13:88Jesus Christ is the same yesterday and today and forever.
